By its very nature the almshouse is a small local institution which cannot be expected to have at its head an official with professional training and experience. Therefore, cer tain classes who need special care involving special knowledge should not be committed to the almshouse. These classes include children, delinquents, the insane, the epileptic, the feeble-minded, the blind, and the deaf mutes. Let us consider in the order given the reasons why these classes should be excluded from the alms houses.
