In 1942, the Department of State initiated a program of cultural exchanges with China that lasted until the coming of Mao in 1949. The program offered assistance to the Chinese people in such areas as education, public health, agriculture, and engineering. This book reveals how the program was organized and implemented, and explains why it was a pioneer effort in American foreign policy.
