It was conceived that advantage might refult from the whole being reprinted in the form of a pamphlet, to infure both its prefervation and its circulation among new readers. The author has availed himfelf of this opportunity to make a few corrections and improvements. There was the more room for this, owing to the extreme hafle of the hrl't publication, which was precipitated in order to put the American public into the earliefi poflible pofl'eflion of fuch important materials.
