Ron Jackson and Natalie Martinez must join forces to rescue three children and dismantle the organization that kidnapped them; otherwise, their lives may be in danger.
Private investigator Ron Jackson and ex-ISIS assassin Natalie Martinez continue their fight to rescue kidnapped children. Three children are still missing, and the syndicate responsible is still intact outside of America. They resolve to do whatever it takes to save the children and destroy the people who kidnapped them. Failure may cost them their lives.
Based upon information from an informant, Ron and Natalie travel to Hungary, where they believe the first child, Karen Stevens, is being held by a man named Rikard Kovacs. Kovacs owns a nightclub in Budapest, so Ron and Natalie decide to scout it out to see if they can find any clues about Karen's whereabouts. Karen is fifteen now and could be in great danger of being trafficked by Kovacs.
At the nightclub, Natalie glimpses a woman in Kovacs's office who might be Karen. She and Ron follow her to a coffee shop the next day. Except for the barista, she is the only person in the shop, so Ron enters and strikes up a conversation with her to determine whether she is Karen. Ron wears a wire so that Natalie, who is standing watch outside, can hear everything that is said. The woman recognizes Ron as the person who has been following her. She removes a pistol from her purse and demands to know why. Ron tells her they believe she is Karen Stevens, kidnapped seven years ago by Rikard when she was eight. The woman tells him her name is Anna, and she is twenty-two, not fifteen, so she couldn't be Karen.
Ron acknowledges this, but believes Rikard could still be holding Karen hostage somewhere. Anna says she has known Rikard all her life, and this is not the sort of man he is. She takes Ron captive and decides to bring him to Rikard to straighten things out. Natalie has heard the entire conversation and picks the lock on the shop's back door to rescue Ron. She holds the barista captive, and a standoff ensues. Ron suggests they all put down their weapons and Anna call Rikard to meet them there at the shop. Rikard arrives and convinces Ron that he has the wrong man. Someone, perhaps his brother Gedeon, has set Rikard up to take the blame.
After rescuing Karen from Gedeon, Ron and Natalie drive her to Austria, where they turn her over to people at the U.S. Embassy in Vienna. The Hungarian police arrest Gedeon. While they are deciding what to do next, Ron receives a call from his ex-partner, Mary Ann McDonald, a lieutenant with the Santa Barbara Sheriff's Office. She tells him that one child he is searching for died in India. Instead of going to Egypt to find the next child, Natalie suggests they focus on Franz Meyer, the accountant for Teddy Bear Fantasies, the organization kidnapping the children. He lives in Vienna, and they are already there.
They decide to follow him, hoping he will lead them to Narak Avakian, the organization's head. Meyer meets a man in a park. Ron takes a picture of the man and sends it to his ex-partner, Mary Ann McDonald, in California. Natalie follows the man when he leaves the park and learns where he lives. The next day, Mary Ann calls Ron and tells him that the man in the picture is Abu Osama al-Tunisi, the individual who held Natalie captive for five years and was presumed dead. Ron and Natalie attempt to capture him, but he gets away. Natalie pursues him into a subway tunnel. A shootout ensues, and Natalie wounds al-Tunisi. Before he dies, he tells Natalie that Meyer hired him to kill Avakian.
Armed with this knowledge, Ron tells Meyer that he will tell Avakian of his plan to kill him unless Meyer helps them capture him. Meyer agrees to help but instead sets a trap for Ron, which Avakian uses to capture him. He takes Ron to an old house and holds him captive. Natalie infiltrates the house, kills the guards, and rescues Ron. Natalie and Joaquin Rodrigues, an Interpol agent, pursue Avakian to his getaway boat and leap aboard as it leaves the dock. Outnumbered, Avakian realizes his only option is to dive off the boat into the river to escape. His body is not found.
Desperate to find Avakian, Ron devises a plan to lure Avakian out into the open, using his chauffeur as a decoy. However, Ron must offer the chauffeur a plea bargain to get his cooperation, and only the Austrian police commissioner can grant this. The commissioner dislikes Ron and is unlikely to cooperate. Ron calls his old partner, Mary Ann McDonald, who has contacts with the CIA, and begs her to ask them for their help. Mary Ann agrees to make the call, but doubts that they will get involved. With no other plan, Ron thinks Avakian will escape.
The next day, Joaquin Rodrigues receives a report of a burglary at a home along the river. He believes Avakian was the burglar. Joaquin discovers someone made a call from the home to Levon Savichev the night of the burglary. Hoping he can lead them to Avakian, Joaquin, Ron, and Natalie confront him. Levon tells them that Avakian spent the night at his shoe store and may still be there. The three of them take Levon to the shoe store to capture Avakian. Levon opens the shop door, then runs inside. Natalie, who is on the roof as a lookout, sees Levon leave through the back door and head down the alley to escape. She uses her radio to inform Ron that she is following Levon. Ron and Joaquin rush back to their cars and try to catch up to her.
Natalie follows Levon to a parking garage, where he meets Avakian. Natalie radios Joaquin to block the garage exit with his car. A gun battle erupts, and Avakian shoots Joaquin. Natalie kills Levon, but Avakian captures Ron and threatens to kill him unless Natalie shows herself. Natalie surprises Avakian and shoots him in the shoulder. He drops his pistol and falls. Natalie exacts her revenge against the man who kidnapped her and sold her into slavery for six years. She shoots him in the knee and stomach before finally deciding not to kill him.
Ron tells Natalie to leave before the police arrive and to get rid of her gun. He intends to tell the police that an unknown person shot Avakian and killed Levon. Natalie leaves, and the police arrive. They find Joaquin unconscious but alive in the garage. The police question Ron as to who killed the two men. Ron denies he did it and suggests Rodrigues killed them. He knows that ballistic tests on the bullets will prove otherwise. The police are unconvinced, but allow Ron to leave.
A week later, Ron and Natalie are called to police headquarters. The ballistic report has confirmed that neither Ron nor Joaquin's gun fired the shots that killed the men. Manfred, the police detective, believes that Natalie was the shooter. However, Joaquin and Ron both deny she was there, and investigators have not found the gun that killed the men. Since there is no proof Natalie was there, Manfred must release her.
Natalie has been spending time at the hospital with Joaquin while he recovers from his injuries, and a romantic relationship develops between them. Natalie's goal of revenge against Teddy Bear Fantasies is complete. When Joaquin is due to be released from the hospital, Natalie informs Ron that he is going home to Spain to heal, and she is going with him. Ron wishes them the best and must decide what he will do next. There is still one more child in Egypt who needs to be rescued, but he will have to do it alone.
Before he can make any preparations, he receives a call from Mary Ann. Their successful mission to eliminate Avakian has made worldwide headlines. The publicity has had an unexpected effect. Avakian's death scared many of the pedophiles who had bought children from him. These children are showing up on police doorsteps worldwide, abandoned by their abusers. The child he was going to rescue in Egypt was one of them.
The news overwhelms Ron. He has done far more than complete the vow he made to rescue the children. The guilt he has carried for years over his sister's kidnapping disappears. Ron finds peace.
