His Grace, Most Reverend James Hubert Blenk, Archbishop of New Orleans, in a pastoral letter of November 22, 1907, emphasized this truth in these words, The solution of the problem lies in our parochial schools. In the same pastoral, instructions were given and directions laid down for the teaching of sacred and profane music in all the grades. But here rectors and teachers were confronted with many difficulties, and, anxious as they were to comply with the regulations of the Ordinary, their best efforts were minimized and m many cases frustrated.
