It prevents suicidal-self-inflicted annihilation via nuclear war, via any war. Without acting on a plan such as this the future of humanity remains very uncertain. It is affordable. I will hazard to believe that there are more than 7.2 Billion people on this Earth who would fully support the implementation of this plan once they learned of it and understood it.
