The first climate change security issue is here-the Arctic. Nations, with and without Arctic Ocean borders, are jockeying for the opportunity to take advantage of the thawing resource treasure-trove. As nations secure their stakes, the region is in danger of becoming the next wild west gold rush. The Arctic border nations must immediately create a strong government to establish law and order. The seed of the ideal Arctic administration is the Arctic Council. Founded in 1996 by the eight Arctic nations-Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden, and the US-the Arctic Council has successfully managed Arctic research, search and rescue, indigenous population inclusion and environmental protection.
