The National Summit on Intelligence: Gathering, Sharing, Analysis, and Use after 9-11 report finds that in the years since the September 11, 2001, state, local, and tribal law enforcement agencies have made great strides in their ability to share intelligence, which is a critical factor in our continuing effort to prevent terrorist attacks. However, the full benefits of intelligence sharing has not yet been realized because the process itself remains a mystery to many police officers, and some law enforcement executives consider their agencies too small or too remote to participate in criminal intelligence sharing.
